Planning in Wales

Do you need planning permission for solar panels in Newport?

Planning is devolved, so Newport follows the Welsh Government’s rules, not England’s. For most houses, there’s still nothing to apply for.

Usually no application

Most Newport houses

Rooftop panels are permitted development, as long as:

  • they don’t go above the ridgeline
  • they stick out no more than 200mm from the roof
  • on a flat roof, they’re at least 1m from the edge and no more than 1m above it

Flats aren’t covered: check with the council first.

Extra rules

Conservation areas

Consent is needed for panels on front or side walls that can be seen from the road. Four of Newport’s 15 areas also have Article 4 Directions: Caerleon, Lower Dock Street, Stow Park and The Shrubbery.

  • Beechwood
  • Belle Vue
  • Caerleon

  • Kensington Place
  • Lower Dock Street
  • Lower Machen
  • Monmouthshire and Brecon Canal

Permitted development rights can also be removed by a planning condition or an Article 4 direction, so we check your address at the survey. Source: GOV.WALES, Planning permission: solar panels and Newport City Council conservation area maps.

Newport sunshine

How much will solar panels generate in Newport?

Newport is one of the sunnier places we cover. A 4 kWp system (around 10 panels) on a south-facing pitched roof makes about 4,130 kWh a year.

East- and west-facing roofs, common on Newport’s terraced streets, still make around 80% of that. Flat roofs on extensions and business units work too: panels on low frames can face south, or east and west to spread generation across the day.

South-west≈3,900–

Who we install for

Solar panels for Newport homes and businesses

Terraced streets

Nearly a third of Newport homes are terraced. Many have roofs facing east and west, which still work well, especially with panels split across both slopes.

Businesses and units

Offices, shops and workshops use most of their power in daylight. Bigger systems need National Grid’s South Wales network to approve them first, which we apply for.

Do I need planning permission for solar panels in Newport?

Usually not for a house. In Wales, rooftop panels are normally permitted development as long as they don’t go above the ridgeline or stick out more than 200mm from the roof. The exceptions are listed buildings, some walls in conservation areas, and homes where permitted development rights have been removed. Newport has 15 conservation areas, and we check your address before we design anything. See the Welsh Government’s solar panel guidance.

Can I get free solar panels in Wales?

Some households can. Nest, the Welsh Government’s home energy scheme, lists solar panels among the free improvements for eligible households, along with heat pumps and insulation. Call Nest free on 0808 808 2244 or check on GOV.WALES. If you don’t qualify, or you’d rather choose your own system, get a price from us.

How much electricity will solar panels generate in Newport?

A typical 4 kWp system (around 10 panels) on a south-facing Newport roof generates about 4,130 kWh a year, a little more than the same system in Gloucester. Facing east or west, it’s about 3,250 kWh. Your Instant Solar Quote works out figures for your own roof.

Can you put solar panels on a flat roof in Newport?

Yes. We fit them on low frames. The Welsh rules say panels on a flat roof can’t be within 1 metre of the edge or more than 1 metre above the roof. On frames at 10°, a 4 kWp system in Newport makes about 3,750 kWh a year facing south, or about 3,430 kWh facing east or west.

Do I pay VAT on solar panels in Wales?

Not on a home installation. Solar panels fitted to homes are zero-rated for VAT until 31 March 2027, in Wales as in England. Business installations are charged at the standard rate, which VAT-registered businesses can usually reclaim.

Do you install commercial solar panels in Newport?

Yes. Offices, shops, workshops and units on Newport’s business parks use most of their power in daylight, so solar can cover a good share of it. Bigger systems need the network operator’s approval before they connect, which we apply for.
