Your price, explained
What affects the price of solar panels in Worcester?
Two homes on the same street can get different prices. These are the things that make the difference.
System size
The panels and inverter are most of the price, so how many panels you need is the biggest factor.
Battery or no battery
A battery adds to the price, but lets you use more of your own electricity in the evening.
On-roof or in-roof
In-roof panels cost more on an existing roof, but can make sense on a re-roof or a new extension.
Access and electrics
Scaffolding for a tall house or a tricky drive costs more, and some older consumer units need upgrading first.
On-roof or in-roof solar panels?
Most panels go on top of the roof. In-roof panels sit in the roof line instead. Here’s how they compare.
| On-roof | In-roof | |
|---|---|---|
| How they’re fitted | On rails a few centimetres above your existing tiles or slates | In place of some tiles, set into the roof line with flashing |
| How they look | Visible as a separate layer on the roof | Flatter and neater, closer to a roof window |
| Best for | Most existing roofs | New roofs, re-roofs and extensions |
| Price | Usually the lower-cost option on an existing roof | Costs more to fit on an existing roof; saves tiles on a new one |
| Output | Air flows behind the panels, keeping them cooler | Can run a little warmer, so output can be slightly lower |
Both follow the same planning rules: panels stay below the highest part of the roof and no more than 20cm proud of it. In-roof panels sit almost flush, so they’re well within that.
Commercial solar panels in Worcester
Offices, warehouses and industrial units around Worcester use most of their electricity in daylight, which is exactly when solar generates.
Many business units have flat or shallow roofs. Panels there go on low frames, either tilted south or in east–west rows, which fit more panels in the same space.

Flat-roof solar in Worcester
Yearly generation per 4 kWp, panels tilted at 10°
East–west rows produce a little less per panel, but fit more panels on the same roof. Figures from PVGIS (European Commission JRC), 14% system losses, 2005–2023 weather data.
Planning permission for solar panels in Worcester
Most rooftop solar in Worcester is permitted development. The city has 19 conservation areas, from the Historic City to Riverside along the Severn, where panels can’t go on a wall or roof enclosure facing a road and flat-roof systems need prior approval.
Three areas also have Article 4 Directions, which withdraw rights such as altering a front elevation:
- York Place (Britannia Square)
- Shrubbery Avenue
- Park Avenue
The national rules were updated on 27 August 2026, and until 27 August 2027 either the old or the new rules can be followed. Source: Planning Portal.

Solar panel quotes in Worcester: your questions
Prices, options and planning: the questions we hear most from Worcester customers.
How much do solar panels cost in Worcester?
It depends mainly on how many panels you need, whether you add a battery, and how easy your roof is to reach. The quickest way to find out is the Instant Solar Quote: find your home on the map, choose your panels and see your price straight away. Home solar currently has 0% VAT, scheduled until 31 March 2027.
What’s the difference between in-roof and on-roof solar panels?
On-roof panels sit on rails a few centimetres above your existing tiles or slates. In-roof panels replace some of the tiles and sit in the roof line, with flashing around them, so they look flatter and neater. In-roof costs more to fit on an existing roof, but on a new roof or re-roof it saves the tiles it replaces. With less air behind them, in-roof panels can run a little warmer and produce slightly less.
Do I need a battery with solar panels?
No. Panels work fine without one: you use what you need in the day and export the rest. A battery stores the surplus for the evening, so you buy less from the grid. It makes most sense if you’re out during the day or have high evening use. See solar battery storage in Worcester.
Where in Worcester do Article 4 Directions apply?
Worcester has 19 conservation areas, and three have Article 4 Directions: York Place (Britannia Square), Shrubbery Avenue and Park Avenue. These withdraw certain permitted development rights, such as altering a front elevation, so check with the council before planning panels on the front of a house there. See Worcester City Council’s conservation areas page.
Can you fit solar panels on a flat roof in Worcester?
Yes, on low frames. Under permitted development the highest part can’t be more than 60cm above the roof, and in a conservation area a flat-roof system needs prior approval. Tilted south at 10°, a 4 kWp flat-roof system in Worcester generates about 3,620 kWh a year. East–west rows produce a little less per panel, but more panels fit on the roof.
How do I compare solar quotes from different installers?
Check you’re comparing like for like: the number and wattage of panels, the inverter make, battery size if included, scaffolding, and what the warranties cover. Make sure the installer is MCS certified, as you’ll need the MCS certificate for Smart Export Guarantee payments. Ours is MCS No. NAP68548.
